Charging iPad

when u connect ur iPad to your PC, u found that the charging logo show "Not Charging" Why?

After i google search i found this link, high-power USB 2.0 port..... i tried all my PC USB plug, all is showing "Not Charging", seems like it only doable if i connect it to my MacBook.
